Does poor cooling always mean the AC needs refrigerant?

No. Controls, filters, the blower, evaporator, outdoor heat rejection, sensors, the compressor and the refrigerant circuit can all reduce cooling. Airflow and heat rejection should be checked before pressure and leak findings are interpreted. Refrigerant is contained in a sealed circuit and should not be treated as a routine consumable.

Is clearing the drain enough for every indoor leak?

No. Water may come from drain blockage, the pan, inadequate fall, damaged insulation, frost thawing, the wall entry or installation sealing. The source and path of the water need to be identified so that a drainage fix is not used to mask an airflow, installation or frost problem.

Can I restart after the breaker trips?

Do not keep restarting it. Switch the unit off and note when the trip occurred and whether there was heat, burning odor, smoke, sparks or unusual sound. Frequent tripping and fixed-wiring concerns need an appropriately qualified inspection.
